Reorganising isn't always the answer.

Why are so many business problems met with "reorganisation", especially by "the new executive"? Check if it really is a structural issue. More than likely you may find process, systems or cultural problems. If it didn't work with departments A,B C, unless you adddress the other aspects, it certainly won't work with departments D, E and F.
